Amidst the largest property sale in Brussels’ history, one of the European Commission buildings involved was kept operational by a dedicated staff of star-collared workers. As two reporters wander its corridors in search of a manager, they guide us through this isolated world where self-organized routines and roles are laid bare. Hors Service explores how institutional spaces are performed, sustained, and quietly reshaped by those who occupy them.
